Windsor Federal Bank Announces Planned Sale and Redevelopment of Former Headquarters Property in Downtown Windsor

WINDSOR, Connecticut — [August 25, 2026] — Windsor Federal Bank today announced plans to sell its former headquarters property located at 250 Broad Street, 260 Broad Street, and 21 Maple Avenue in Downtown Windsor to GRAVA Properties, a locally based development company with deep roots in the community.

The proposed transaction represents an important milestone in the continued evolution of Downtown Windsor while reaffirming Windsor Federal Bank’s longstanding commitment to the Town of Windsor, its residents, businesses, and future generations.

Windsor Federal’s commitment to Windsor extends well beyond this transaction. In recent years, the Bank has made substantial investments in its future within the community, including the 2024 renovation and occupancy of its main office and corporate headquarters at 270 Broad Street, a $2.5 million investment, and the August 2026 acquisition of 995 Day Hill Road for $5.5 million. These investments underscore the Bank’s long-term confidence in Windsor’s economic vitality and its commitment to maintaining a strong local presence. The proposed redevelopment of the former headquarters site is therefore not a departure from Windsor, but rather another step in a broader strategy of investing in the Town’s future while ensuring that important community assets continue to contribute to Windsor’s growth and success.

“This transaction is not about leaving Windsor—it is about investing in Windsor,” said Luke D. Kettles, President and Chief Executive Officer of Windsor Federal Bank. “Our investment in 270 Broad Street, coupled with our recent acquisition of 995 Day Hill Road, demonstrates our unwavering commitment to this community. The planned redevelopment of our former headquarters site is another example of our belief in Windsor’s future and our desire to partner with local organizations that share that vision.”

The property, which served as Windsor Federal Bank’s headquarters for many years, has remained vacant following the relocation of administrative operations to Day Hill Road. The Bank believes the site’s future is best realized through thoughtful redevelopment that strengthens Downtown Windsor while respecting the property’s historical significance and the character of Windsor Center.

GRAVA Properties has presented the Bank with a vision that aligns with the Bank’s goals of supporting economic development, encouraging investment in Windsor Center, and creating opportunities that will benefit future generations. Throughout discussions, both organizations have emphasized the importance of preserving the community’s heritage while positioning Downtown Windsor for long-term success.

“As a Windsor-based developer, we recognize the significance of this property not only as a landmark in Downtown Windsor, but also as an important part of the community’s history,” said Greg Vaca, Principal of GRAVA Properties. “We appreciate the trust Windsor Federal Bank has placed in us and share its commitment to preserving the character and heritage of this site while creating new opportunities for future generations. Our goal is to work collaboratively with the Bank, the Town, and the community to create a redevelopment plan that respects Windsor’s past, contributes to its present vitality, and helps ensure a vibrant downtown for years to come.”

“Windsor’s history is one of its greatest assets,” Kettles said. “As we considered the future of this property, it was important to find a partner who understood that this site represents more than a real estate transaction. It is part of Windsor Federal’s story and part of downtown Windsor’s story. GRAVA Properties shares our commitment to honoring that history while creating something meaningful for the next generation.”

The Bank and GRAVA Properties are committed to working collaboratively with local stakeholders, municipal officials, and the community throughout the redevelopment process. Their shared objective is to create a project that contributes to the continued revitalization of Downtown Windsor while preserving the character, identity, and sense of place that make the community unique.

“As a mutual community bank, we have always taken a long-term view,” Kettles added. “Our responsibility extends beyond today’s needs. We have a responsibility to help ensure that Windsor remains vibrant and prosperous for decades to come. By partnering with a hometown developer that understands Windsor’s values, we believe we can help create a project that respects the past, serves the present, and strengthens the future.”

The proposed sale remains subject to the execution of definitive agreements, customary due diligence, municipal approvals, and other conditions. GRAVA will pursue local land use approvals for its proposed redevelopment of the site in the coming months.
